Skin flaking is usually caused by dehydrated skin cells. Drinking lots of water and using a good three step skin care routine can help alleviate the problem (cleanse, tone, and moisturize). Use an exfoliator once a week to help remove dead skin cells and make sure to use alcohol-free products as this can lead to dehydration.
